基于信任视角的中小企业创新支持体系构建研究

摘　　要：支持中小企业创新发展是实现经济高质量发展的关键。中小企业创新支持中的关键问题是中小企业难以获得创新活动中利益相关者的信任,较难获得创新资源。围绕这一关键问题,本文从政府部门、利益相关者和中小企业等空间维度,以及从直接扶持、担保支持和治理监督等时间维度,搭建中小企业创新支持框架并设计具体的支持机制。本文对于政府有关部门进一步完善企业创新支持系统有一定启示作用。Supporting the innovation and development of SMEs is the key to achieving high quality of economic development.The key obstacle in SMEs' innovation support is that it is difficult for SMEs to gain the trust of stakeholders in innovation activities and obtain innovative resources.Focusing on this key issue,this paper builds a framework for SMEs innovation support and designs specific support mechanisms from the spatial dimensions of government departments,stakeholders and SMEs,as well as from the temporal dimension of direct support,guarantee support and governance supervision etc.It has certain implications for the government departments to further improve the innovation support system for SMEs.
