基于三螺旋理论的高校社科科研绩效评价研究——以江苏省为例

摘　　要：以三螺旋理论为指导,构建人员经费对项目、项目对成果、人员经费对成果等三组DEA模型,对江苏省46所高校社科科研进行绩效分析,研究表明,现行科研管理政策和大多数高校科研投入积极有效,重点高校应进一步加大科研经费投入力度,非重点高校应进一步加强科研团队建设,聚焦学科方向,效率值不高的高校可根据实证分析找出影响绩效值的短板,采取有效措施提高效率。With the guidance of the three-helix theory,the three DEA models of project,project-to-project and personnel funding are constructed,and the performance analysis is conducted of social science research in 46 undergraduate colleges in Jiangsu Province.The research shows that the current policy of scientific research management and the investment of most colleges and universities are active and effective.Key universities should further increase their investment in scientific research,the other universities should further strengthen the construction of scientific research teams and focus on the direction of disciplines.Colleges and universities with low efficiency values can find out the shortcomings that affect performance values and take effective measures to improve their efficiency.
