党政领导干部管理影响因素研究

摘　　要：系统把握干部管理是对党政领导干部管理优化的重要前提,干部管理影响因素的探究是对干部管理进行系统把握的重要方式。运用扎根理论质性研究方法,对访谈资料和公开资料中党政领导干部管理的相关内容进行概念化、范畴化和理论编码处理,构建党政领导干部管理影响因素模型。研究结果表明,管理环境、目标价值、管理结构、管理技术、管理流程、胜任力、日常管理与实践七大部分相互关联,共同影响党政领导干部管理效果,其中目标价值、管理结构、管理技术、管理流程、胜任力是驱动强化因素,而日常管理与实践则是影响党政领导干部管理效果的最直接因素。此外,各因素作用发挥都受环境影响。Systematic management of cadres is an important prerequisite for the management optimization of party and government leading cadres.The exploration of the influencing factors of cadre management is an important way to systematically grasp the management of cadres.Using the grounded theory qualitative research method,conceptualize,categorize and theoretically code the relevant content of party and govcrnment leading cadre management in interview materials and public materials,and construet a model of party and govemment leading cadre management influence factors.The research results show that the management environment,target value,management structure,management technology,management process,competency,daily management and practice are all related to each other,which affects the management results of party and government leading cadres,among which the target value,management structure,management technology,management process and competency are the driving factors,while daily management and practice are the most direct factors affecting the management results of party and government leading cadres.In addition,the role of various factors is affected by environment.
