摘　　要：“民心相通”是增进合作交流的关键节点。作为“第四外交”,教育不仅是中国-东盟合作与交流的重要领域和载体,更是促进民心相通的桥梁。深化中国-东盟的高等教育合作,不仅只是繁荣高等教育发展的需要,更是推动“一带一路”倡议实现区域成功的需要,亦是推动中国-东盟稳定发展、互利共赢、搁置争端、共谋发展的必然选择。在“一带一路”倡议推进的过程中,中国-东盟高等教育合作是“中国-东盟命运共同体”建设的战略需求,是“民心相通”的重要内容,更是培养“中国-东盟命运共同体”建设人才的重要机制。回望中国-东盟高等教育走过的历程,可以发现双方的合作呈现出了“对等性”、“偏单向性”、“差异性”、“政府主导性”及“内部竞争性”等特点。为了切实助力“一带一路”建设,打造“中国-东盟教育共同体”,需要造势与蓄能,打造高等教育“我的优势”;着力挖掘教育输出与援助的“对口需求”等。"People-to-people ties" are crucial for cooperation and exchange. Education is not only an important field and carrier of cooperation and exchange between China-ASEAN, but also a bridge to strengthen people-to-people ties. Deepening the higher education cooperation between China-ASEAN is not only helpful to prosper the development of higher education, and to promote the "Belt and Road" initiative to achieve regional success, but also an inevitable choice to promote the steady development and mutual benefits, shelve disputes, seek common development between China-ASEAN. Under the process of the "Belt and Road" initiative, the higher education cooperation is the strategic demand of building a "China-ASEAN Community with a Shared Future", the important content of "people-to-people ties", and a main mechanism for cultivating talents. The history of China-ASEAN higher education cooperation shows the features as follows, namely:"equivalence","partial unipolarity","diversity","government-dominated","internal competition" and so on. Promoting the "Belt and Road" initiative and building "China-ASEAN educational community" needs to create and keep the advantages of higher education and explore the fit needs of education outputs and education aids.
