京津冀高技术产业发展现状及协作路径

摘　　要：高新技术产业是区域发展的战略性产业。京津冀高技术产业集中在电子及通信设备制造业和医药制造业,与全国相比有优势的产业是医药制造业与航空、航天器及设备制造业。京津冀高技术产业内部结构差距较大,但三地间高技术产业结构有趋同的迹象,尤其在京津冀协同发展战略提出之后,产业协同发展效果不尽如人意。因此,应该根据不同产业的分工协作现状,重构高新技术产业分工格局,加快京津冀创新资源要素合理流动,有效发挥京津冀高新技术产业园区的集聚效应,通过建立京津冀国家高新区联盟来打造京津冀错位竞争、优势互补、共赢发展的高技术产业链条和分工新格局。High-tech industry is a strategic industry for regional development.High-tech industries in Beijing-Tianjin-Hebei are concentrated in the manufacturing of electronic and communication equipment and pharmaceutical manufacturing industry.Compared with the whole country,their dominant industries are pharmaceutical manufacturing industry,aerospace and equipment manufacturing industry.The internal structure gap of high-tech industries in Beijing-Tianjin-Hebei region is large.There are also signs of convergence in high-tech industrial structure among the three regions,especially after the strategy of Beijing-Tianjin-Hebei region coordinated development was put forward.The effect of industrial synergistic development is very satisfactory.Therefore,we should reconstruct the division pattern of high-tech industry according to the current situation of division and cooperation of different industries,accelerate the rational flow of innovative resources in the Beijing-Tianjin-Hebei region,give full play to the agglomeration effect of Beijing-Tianjin-Hebei high-tech industrial parks.By establishing the Beijing-Tianjin-Hebei national high-tech zone alliance,a new pattern of high-tech industrial chain and division of labor will be created in which the Beijing-Tianjin-Hebei region is in a position of misplaced competition,complementary advantages and win-win development.
