摘 要:高校评价体系的建立与完善处于政府实施"管办评"分离的制度要求、社会各界对于高等教育质量的利益诉求、高校自身发展的价值追求"三合一"的现实环境之中。基于文献分析发现,高校评价体系存在客体被主体忽略、目的被方法代替、内涵被外在置换的问题。其根源在于评价范式落后、理论准备不足和现实关照欠缺。"双一流"建设背景下,我国高校评价体系的重构应在范式转换、理论重构、实践关注等三个层面着力。Establishment and perfection of university evaluation system is placed in the three-in-one realistic background. The first is the government’s institutional requirements of the separation of managing,running and evaluating;the second is the appeals for the quality of higher education from all sectors of society;the third is the pursuit of universities’ self-development. Based on the literature analysis, it is found that problems really exist as to university evaluation system;namely, the object is ignored by the subject, the purpose is replaced by the method, and the connotation is replaced by external. The hidden reasons behind these problems are lagged-behind evaluation paradigm, weak theoretical basis and lack of realistic care.Reconstruction of Chinese university evaluation system should focus on paradigm transformation, theoretical reconstruction and practical concerns under the background of "double first-class" construction.
