摘　　要：医疗意外险是解决手术意外、不可抗力等因素导致的人身损害纠纷的一项重要措施,有利于第三方调解机制的顺利运行,可以有效缓解患者的经济负担和精神压力,改善当前的医疗保障体系。但是由于各种原因,医疗意外险在医疗机构的推行工作目前举步维艰。2018年10月出台的《医疗纠纷预防和处理条例》为医疗意外险的运行提供了权威政策依据,为降低医患冲突、化解医患矛盾,建设和谐医患关系起到了推进作用。Medical accident insurance is an important way on coping with injury dispute caused by operation accident, force majeure and other factors. It is conducive to the smooth operation of the third-party mediation mechanisms, and it also can relieve the economic burden and mental pressure of patients effectively, and improve the current medical security system. However, the implementation of medical accident insurance in medical institutions is difficult due to various reasons. The Medical Disputes Prevention and Treatment Regulations which issued in October 2018, provides an authoritative policy basis for the operation of medical accident insurance. It has played a positive role in reducing the occurrence of the doctor-patient conflicts, resolving the doctor-patient contradictions and building harmonious doctor-patient relationship.
