摘 要:为探究科技创新对地区生态环境保护建设的贡献程度,以余值法为基本思想,以京津冀为研究对象,根据生态环境建设相关的论述和要求构建了科技创新对生态环境建设贡献的指标体系,测算了2006年至2016年京津冀科技创新对生态环境建设的贡献率。研究发现:(1)2006-2016年科技创新对京津冀生态环境建设的贡献率基本保持在35%-46%之间。(2)随着“五年计划”的制定和实施,科技创新对京津冀生态环境建设的贡献率跨越“40%台阶”,由“十一五”期间的35.2%上升至“十二五”期间的40.5%,年均增长约1%。(3)科技创新支撑京津冀生态环境保护建设的发展历程可分为三个阶段,贡献率在第一阶段(2006-2010年)的振幅较大,在第二阶段(2011-2013年)保持稳定,而自2014年开始进入第三阶段,贡献率呈现出了较为快速的稳定上升状态。To explore the contribution of scientific and technological innovation to regional ecological environmental protection construction, this paper measures the contribution rate of scientific and technological innovation to ecological environment construction in the Beijing-Tianjin-Hebei region from 2006 to 2016 with the basis of residual method. The index system of ecological environment construction is also constructed during the assessment under the statement, discussion and requirement of ecological environment construction. The results show that:(1) the contribution rate of innovation to the construction of ecological environment in Beijing-Tianjin-Hebei region remained between 35% and 46%, indicating the crucial role of innovation in promoting eco-environmental protection in the Beijing-Tianjin-Hebei region;(2) the contribution rate of scientific and technological innovation supporting the construction of ecological environment has been increasing yearly with an increasing annual growth rate of 1%, growing from 35.2% in the eleventh five-year plan period to 40.5% in the twelfth five-year plan period.(3) the development process of the contribution rate can be divided into three stages: the first period is from 2006 to 2010 with a large amplitude;the contribution rate remains stable in the second period (2011-2013);the third period begins from 2014 when the contribution rate starts to rise rapidly and steadily.
