摘　　要：国家开放大学改革建设"十三五"规划对推进网络学习和网络教学团队建设等方面提出了新的要求。对于国家开放大学基层教学组织单位来讲,需要根据国家开放大学人才培养模式和要求,进行教学团队的建设、教学资源的建设和共享,构建和创新适合基层电大课程的教学模式,以适应当地社会、经济的发展需求。The "Thirteenth Five-Year Plan" for the reform and construction of The Open University of China has put forward new requirements for the promotion of online learning and the construction of online teaching teams. In order to adapt the needs of the local social and economic development, in Radio and TV Universities at basic levels, the teaching unit should set up teaching teams, build and share teaching resources and construct and innovate teaching mode suitable for basic-level TV university courses to meet the needs of local social and economic development.
