摘 要:本科教育是建设高等教育强国的根基。为全面提高我国本科教育质量,教育部自2013年开始在全国范围内启动审核评估。如何评价教育部审核评估对高校本科教育质量的保障程度与作用效果一直是社会各界关注的焦点,然而教育部审核评估与其他教育质量保障体系一样,其教育质量评价存在着维度多元、因素众多、难以量化、取数困难等问题,从而制约了审核评估效果的及时反馈与总结以及相关政策的改进与制定。本文借助2016年教育部对H高校进行审核评估这一自然实验,用本科在校生成绩衡量教育质量,手工收集了评估前后的师生调查数据来检验教育部审核评估政策的实施效果。研究发现,审核评估总体提升了本科教育质量,在控制教师信息后提升幅度更大。进一步的机制分析得出,教育部审核评估是通过改善学生管理水平、教师教学质量等因素来提升本科教育质量的。本研究为科学评价教育部审核评估效果提供了稳健证据,有助于教育部增强政策制定的精准性,对教育资源配置效率和本科教育质量的提升具有重要的启示意义。Undergraduate education is the foundation of building a powerful country in higher education. In order to comprehensively improve the quality of undergraduate education in China, the Ministry of Education has started evaluation nationwide since 2013. How to evaluate the degree and effect of the Ministry of Education’s evaluation on the quality of undergraduate education has always been the focus of attention from all walks of life. However, like other education quality assurance systems, the Ministry of Education’s evaluation has many problems, such as multiple dimensions, numerous factors, difficult to quantify and difficult to get numbers, which restricts the timely feedback of the evaluation effect, summary and improvement and formulation of relevant policies.With the help of the natural experiment of evaluating H universities by the Ministry of Education in 2016, this paper uses the undergraduate students’ achievements to measure the quality of education, and manually collects the survey data of teachers and students before and after the evaluation to test the implementation effect of the Ministry of Education’s evaluating policy. The research finds that evaluation generally improves the quality of undergraduate education, and the extent of improvement is greater after controlling teachers’ information. Further mechanism analysis shows that the Ministry of Education audit and evaluation is to improve the quality of undergraduate education by improving the level of student management, teachers’ teaching quality and other factors. This study provides a sound evidence for the scientific evaluation of the effectiveness of the Ministry of Education’s audit and evaluation,helps the Ministry of Education to enhance the accuracy of policy formulation, and has important implications for the improvement of the allocation efficiency of educational resources and the quality of undergraduate education.
