摘  要:近年来,我国各级政府加大了对中西部贫困地区普通高中的教育投入,取得了显著成就,但仍存在经费投入不足、地区间不均衡、贫困家庭成本负担重等问题。当务之急必须构建中西部贫困地区普通高中教育经费投入保障机制,应从建立生均拨款制度,加强省级政府经费投入的主体地位,加大中央财政转移支付力度以及健全贫困生资助体系等方面入手,为中西部贫困地区普通高中健康、可持续发展提供强有力的经费支撑。In recent years, governments at all levels in China have increased investment in ordinary high school education in poverty-stricken areas in the central and western regions, and have made remarkable achievements. However, there are still problems such as insufficient funding, uneven regional imbalances, and heavy burdens on poor families. It is imperative to construct a guarantee mechanism for the funding of ordinary high school education in poverty-stricken areas in the central and western regions. It should start with the establishment of a per capita appropriation system, strengthen the main position of provincial government funding, increase the central government’s financial transfer payments, and improve the financial assistance system for poor students.
