摘  要:为践行江海联运发展的政策要求,聚焦长江干线集装箱转运优化,界定江海联运内涵,厘清需求导向,找准供给矛盾,系统梳理关键港口集疏运现状。基于多层次灰色模糊理论开展模糊综合评价,从竞争侧与合作侧的相向视角开展港口竞合模式研究,分析港口的内部优劣与外部归属,综合判别港口分级的最佳聚类方案。确立江海枢纽港、干线集并港、地区集并港和腹地喂给港的发展格局。对促进水运提质增效和港口转型升级意义重大,对江海联运相关政策出台具有决策支撑作用。The river-sea transport is reviewed in general, in order to implement the policy requirements for river-sea transportation development, the optimization of container transport on the Yangtze River, the connotation of the river-sea transportation, the market direction, the problems of supply, and the collecting and distributing status of key ports. The competition-cooperation model between ports is investigated from the angle of the competition side and the cooperation side. The comprehensive evaluation of ports is conducted with the multi-level Gray Theory and the best clustering scheme for port classification according to their natural advantages as well as the ownership is devised. The framework consisting of river-sea hub ports, main line centralized ports, regional centralized ports and feeding ports is proposed, supporting for management optimization, port upgrading and policy making.
