摘  要:在分析社会主义市场经济建立以来中小学教师工资制度变迁的基础上,利用 1993 2015年西部黔滇甘陕青川六省的中小学教师平均工资、城镇职工平均工资、人均 GDP、地方 CPI、人均财政收入的数据,通过逐步回归的方法对西部中小学教师工资调整机制中参照物的选择这一具有现实意义的问题开展实证研究。研究得出三个主要结论:(1)西部中小学教师工资调整机制中主要的参照物是城镇职工平均工资,地区人均财政收入对中小学教师工资的整体影响不显著;(2)市场机制对西部中小学教师工资调整机制的参照性作用并没有随制度的变迁而发生改变;(3)西部地区经济发展水平对教师工资调整机制的影响不显著。基于上述结论,本文提出了相应的政策建议。Based on the analysis of the evolution of the primary and secondary school teachers salary policy from the foundation of the socialist market economy, this paper uses the data concerning the primary and secondary school teachers average salary, urban employees average salary, GDP per capita, local CPI, per capita fiscal revenue of Guizhou, Yunnan, Gansu, Shanxi, Qinghai and Sichuan provinces from year 1993 to 2015. The stepwise regression method is used to carry out the empirical research on the issue that the selection of the indicators of teachers salary adjustment in the six western provinces of China. We come to three conclusions: (1) the indicator of teachers salary adjustment in the western six provinces is urban employees average salary, and the mechanism is intervened insignificantly by per capita fiscal revenue. (2)The influence of market mechanism on teachers salary adjustment is not changed with the policy evolution. (3) The influence of the six provinces economic developing level on teachers salary adjustment is insignificant. Based on the conclusions, some suggestions are provided.
