摘　　要：大学内部管理制度问题研究一直以来是学界研究的热点话题,尤其是高等教育规模化发展和“双一流”建设之后,在理论层面和实践层面对教育内涵、质量提升、学术治理等问题的关注越来越高,相关研究为“双一流”建设背景下现代大学内部管理制度改革与发展奠定了研究基础。“双一流”建设为现代大学内部管理制度提供了新的契机,抓住“双一流”建设的契机,推进大学内部管理制度改革,有助于规范学校成员的行为,促进决策科学化与民主化,使大学各项工作有章可循,进而实现内涵式发展。同时“双一流”建设为构建现代大学内部管理制度指出了新方向。The internal management system of universities has always been a hot topic in academic research, especially after the large-scale development of higher education and the "double first-class" construction. At the theoretical and practical levels, the issues of educational connotation, quality improvement, and academic governance have received more and more attention. Related researches have laid the foundation for the reform and development of the internal management system of modern universities under the background of the "double first-class" construction. The construction has provided a new opportunity for the internal management system of modern universities. To seize the opportunity of the "double first-class" construction and promote the reform of the internal management system of universities are conducive to regulating the behavior of school members and boosting the democratization of decision-making so as to enable all the university work to follow the rules to achieve a connotative development. At the same time, the "double first-class" construction has pointed out a new direction for the construction of the internal management system of modern universities.
