摘　　要：江苏省是全国人口老龄化程度比较严重的省份之一,江苏省的经济社会发展面临着越来越严重的劳动力供给危机。开发低龄老年人力资本是适应江苏经济新常态和化解劳动力供给结构性矛盾的现实选择,有利于实现政府、社会和家庭的和谐发展。江苏省拥有庞大的低龄老年人群体。这一群体良好的健康状况、较高的教育水平、强烈的就业意愿为低龄老年人力资本开发奠定了基础。目前江苏省低龄老年人力资本开发存在广度和深度不够及低龄老人就业的法律保障体系尚未建立等问题,政府、社会、社区、企业可采取不同的对策加以应对。As one of the provinces with more aging population,Jiangsu province is facing more and more serious crisis of labor supply.In the circumstances,fully exploiting younger seniors as human capital is a realistic choice in accordance with the new normal of economic development in Jiangsu and is helpful in resolving the structural contradiction of labor supply and realizing the harmonious development among government,society and family.In Jiangsu,there are a large number of younger seniors who are in good health,obtain good educational background and are very willing to be employed,laying the solid foundation for exploiting human capital of younger seniors.However,there exist problems such as horizontally and vertically inadequate exploitation,lack of employment security system for younger seniors.To solve them,the countermeasures are put forward in the paper from the perspective of government,society,community and enterprise.
