摘 要:伴随着我国法学教育国际化水平的提高,开设留学生法学本科专业的高校日益增多,本科阶段留学生法学教育中存在的困难也日渐凸显。以中国行政法全英文课程为例,其面临着英文版教材缺乏、留学生背景多元与"前置知识"不足、实习实践限制较多等问题,提出了"国际化"与"在地化"衔接的基本需求。对此,结合行政法的课程特点,任课教师在授课过程中应寻找法律规范的权威英文译本,引入普适性案例作为授课的切入点,对案例教学法进行适度改造,并利用慕课、翻转课堂等新型教学方式,实现"原理性"与"案例式"的结合,进而提升和促进留学生法学本科专业课程建设的水平及教学方法的革新。Along with the improvement of the internationalization level of legal education in China,more and more universities offer undergraduate law majors for intrnational students.At the same time,the difficulties in the legal education of international studrents at the undergraduate level are becoming more and more prominent.Taking the English-language course of Chinese administrative law as an example,it faces the problems of lack of English-language textbooks,insufficit "pre-knowledge" of international students,diversified background of international students,and limited practice.It proposes the fundamental needs for the connection between"internationalization"and"localization".In this regard,combined with the characteristics of the administrative law curriculum,law schools should look for the authoritative English translation of the legal norms in the course of teaching,introduce universal cases as the entry point of the lecture,make appropriate transformations to the case teaching method,and use the MOOC,flip new teaching methods such as classrooms,to achieve the combination of "principles" and "cases",and to enhance and promote the level of undergraduate law courses for foreign students and the innovation of teaching methods.
