摘 要:学前教育处于发展的关键时期,需要立法明确改革方向。十三届全国人民代表大会把制定“学前教育法”作为立法项目。在此背景下,召开“学前教育立法论坛”研讨会,是深入贯彻落实全国教育大会精神的具体举措。启动学前教育立法工作,是教育界的期盼,也是社会各界共同的心声。起草学前教育法要遵循我国学前教育发展的历史,立足解决现实问题,要从教育学、法学、公共政策学等多维度、多视角全面考虑法律内容,有针对性地解决核心问题。Preschool education is at a critical stage of development and it requires legislation to clarify the direction of its reform. The 13th National People' s Congress has made the preschool education law a legislative project. Under this background, the convening of the Forum on Preschool Education Legislation is a concrete measure to thoroughly implement the spirit of the National Education Conference. It is the expectation of the education sector to start the pre-school education legislation. It is also the common aspiration of all walks of life. The drafting of the preschool education law should follow the history of the development of preschool education in our country, and based on solving the real problems, we should comprehensively consider the legal content from the multi-dimensional and multi-perspective aspects of education, law, public policy, and solve the core problems in a targeted manner.
