Research on the Technological Innovation Efficiency of High-tech Industry under the Synergetic Action of Independent and Non-independent Research and Development

摘  要:选取我国29个省市2010-2016年高技术产业的面板数据,分析自主研发投入和非自主研发投入对高技术产业技术创新效率的影响,采用技术无效率方程,构建随机前沿分析模型进行分析。结果发现:高技术产业创新人才集聚对产业技术创新效率提升起显著的促进作用;自主研发投入与技术创新效率呈显著的正相关;非自主研发投入中,技术改造与技术引进对产业技术创新效率的驱动作用相反;高技术产业年均技术创新效率呈显上升趋势;各省份技术创新效率有较大差异。最后根据实证分析结果提出相应政策建议。Based on the panel data of high-tech industries in 29 provinces and cities in China from 2010 to 2016,this paper analyzes the impact of independent R&D investment and non-independent R&D investment on the technological innovation efficiency of high-tech industries,and adopts the technical inefficiency equation to construct the stochastic frontier analysis model for the study.The main results show that the accumulation of innovative talents in high-tech industries has played a significant role in promoting the improvement of industrial technology innovation efficiency;Independent R&D investment has a significant positive correlation with technological innovation efficiency;but in non-independent R&D investment,technological transformation and technology introduction have the opposite effects on the promotion of industrial technology innovation efficiency;and the average annual technological innovation efficiency of high-tech industries is generally on the rise,while the technological innovation efficiency of each province was quite different.Finally,some corresponding policy and recommendations are proposed based on the results of empirical analysis.
