摘 要:为保障开放教育的质量,英国政府制定了一系列相关政策。文章从大量中、英文文献的搜索、整理和分析中发现,英国政府关于开放教育的质量保障政策的制定、执行和评估,其理论和实践带有精英化教育的传统特征,即:坚持教育质量标准的同一性与政策执行主体、政策评估机构的民间性,尊重高校在教育质量保障中的主体地位,建立开放教育院校内部的自我评估机制,加强开放教育质量保障政策的研究等。这些成功的做法为中国开放教育质量保障提供了可资借鉴的经验。In order to guarantee the quality of open education, the British government has formulated a series of relevant policies. By sorting and analyzing the relevant literature both in Chinese and English, this article finds that the British government′s formulation, implementation and evaluation of quality assurance policies for open education show the traditional characteristics of elite education theoretically and practically, namely: adherence to the identity of educational quality standards and the non-government of policy implementation bodies and policy evaluation institutions, respect of the main status of colleges and universities in the education quality assurance, establishment of a self-assessment mechanism within the open education colleges and universities, and reinforcement of the research on the education quality assurance policies. These successful practices provide useful experience for China′s open education quality assurance.
