新的社会阶层统战工作与柔性治理——基于苏州市G区的调研

摘　　要：新的社会阶层在改革开放中成长起来,随着经济社会的发展阶层队伍日益壮大,成为新时代统战工作的着力点。从社会治理的角度看,一方面新阶层统战工作是党的政治工作和特殊群众工作,是社会治理中柔性治理的组成部分和有效途径;另一方面新阶层统战工作主要是依托柔性治理手段团结引领、形成同心圆的过程。新阶层统战工作与柔性治理具有内在同一性。苏州市G区新阶层统战工作最重要的特点就在于其柔性治理方法和手段的运用,思想上引导、政治上引领、文化上陶冶,尤其发挥地域特色文化的濡化功能,探索“文化浸润式统战模式”取得成效。同时也要重视新阶层统战工作中的制约因素,加强柔性治理,促进统战工作科学化与规范化。The new social stratum has grown up in the Reform and Opening,and becomes the focus of the united front work in the new era.From the perspective of social governance,on the one hand,the united front work of the new stratum is the political work and special mass work of the party,and is the component and effective way of flexible governance in social governance;on the other hand,the united front work of the new stratum is the process of uniting,leading and forming a concentric circle,mainly based on flexible governance means.The united front work of the new stratum and flexible governance has intrinsic identity.The most important feature of the united front work of the new stratum in G district of Suzhou city lies in the application of its flexible governance methods,ideological guidance,political leadership and cultural edification,particularly to give full play to the infiltration function of regional characteristic culture,and to explore “the united front model of cultural infiltration” to achieve results.At the same time,we should pay attention to the restricting factors in the united front work of the new stratum,strengthen the flexible governance,and promote the scientific and standardized united front work.
