摘 要:20世纪90年代以来,在政治转型的大背景下,俄罗斯为稳定国内局势,提升国民素质,大力推进民族教育立法,其少数民族传统习俗和文化通过多元文化教育得以保存和发展。俄罗斯的民族教育立法具有强调自由平等公民权利、多元交融文化环境、旗帜鲜明目标导向、因地制宜立法调整以及突出国家权力机关责任等显著特征。虽然俄罗斯民族教育立法的科学性和完整性还有待提升,但仍不失其借鉴意义,对比我国民族教育立法,未来需从健全法制体系,完善立法保障;加强民族认同,发展多元文化;坚持统一标准,稳健实施政策;明确立法内容,强调可操作性等方面进一步完善。Since the 1990s, in the context of political transformation, Russia has vigorously promoted the national education legislation in order to stabilize the domestic situation, improve the national quality;therefore the traditional customs and culture of ethnic minorities in Russia have been preserved and developed through multi-cultural education, too. Russia's national education legislation is characterized by its emphasis on freedom and equal civil rights, cultural environment of diversity and integration, clear goal orientation, legislative adjustment according to local conditions and prominent responsibilities of state power organs. Although the scientificity and integrity of national education legislation in Russia needs to be improved, it still has its reference significance. China's future national education legislation needs further efforts and improvement from the following aspects: improving the legal system, perfecting the legislative guarantee;strengthening national identity and developing multi-culture;adhering to unified standards and steadily implement policies;and clearing legislative content and emphasizing operability and so on.
