精准治理:青少年体质健康促进治理范式的转换

摘　　要：运用文献资料、实地调研等方法,对我国青少年体质健康促进治理现状进行剖析。认为:以“精细化管理”为范式的传统治理产生“过制度化”危机,表现为治理主动性与反应能力不足,条线分割难以保证治理效率与质量,政策靶向力不足形成“政策—需求”鸿沟,进而造成治理结果的失准。从提升青少年体质健康促进治理能力的视角出发,揭示青少年体质健康促进精准治理的特点和体系架构,提出“精准治理”范式,并阐述其突破既有治理范式瓶颈的路径。The study adopted the methods of literature review and field research to explore the governance status of adolescent health promotion in China.It holds that “fine management” in the traditional governance paradigm produced “over-systematized” crisis,with the characteristics of insufficient proactive and reactive ability insufficient,which is difficult to guarantee the quality,as well as the inadequate policy target force which leads to the “policy-demand”gap,thereby causing the misalignment of governance.Based on the perspective of improving adolescents’ physical health and promoting governance ability,this paper puts forward the model of “precise governance” and expounds how to break through the bottleneck of the existing governance model.
