资源-资产转换逻辑:“绿水青山就是金山银山”的一种理论解释

摘　　要：以“绿水青山就是金山银山”理念(简称“两山”理念)为指导的浙江安吉美丽乡村建设模式,不仅更加突出了乡村环境资源要素的重要性,而且强调了“绿水青山”型资源环境要素向“金山银山”式的资产(为乡村社会尤其是农民带来持久的收入流)的转换。“资源环境-资产转换”模式包含三个核心议题:一是绿水青山如何转换为金山银山;二是如何放大绿水青山向金山银山转换的动能;三是金山银山如何分配。总结安吉美丽乡村发展模式,有助于反思发展经济学的“经典问题”,即促进经济发展的动力因素有哪些。美丽乡村发展模式是一个由各种目标牵引、各种复杂因素交互作用、系统动态、可持续发展的过程,任何潜在政策干预点的选择,都应该以有助于促进系统内各个政策目标为导向的正向循环反馈机制的形成与强化为判断依据。The beautiful rural construction model of Zhejiang Anji guided by the concept of lucid waters and lush mountains are invaluable assets (referred to as “two mountains” concept) not only highlights the importance of rural environmental resources, but also emphasizes the transformation of “lucid waters and lush mountains” based resource environmental elements into “invaluable assets”(which bring lasting income streams to rural societies, especially farmers). Summarizing Anji's beautiful rural development model helps to reflect on the “classical issues” of development economics, that is, what are the driving factors for promoting economic development. Anji's beautiful rural development model is a dynamic sustainable development process of a system in which various complex factors are intertwined by various objectives, and the choice of any potential policy intervention point should be based on the formation and strengthening of the positive cyclic feedback mechanism that helps to promote various policy objectives within the system.
