摘 要:采用SBM-DDF-SML与空间计量模型相结合的方法对2005~2016年资源环境约束下全要素生产率进行测度和实证研究。结果表明:环境全要素生产率在2005~2016年成上升趋势,且各省市在增长率方面均呈现出显著差异。环境全要素生产率增幅普遍高于市场全要素生产率增幅,呈现出波浪式"W"型变化规律。计量结果表明环境全要素生产率增长具有显著的空间集聚性和空间溢出性,经济发展、技术创新、能源效率提高、资源禀赋和产业结构优化对环境全要素生产率有显著正向影响;当前外商直接投资、企业所有制结构、能源结构和环境政策呈现抑制作用。研究认为,国家应建立行之有效的区域环境污染治理联动机制,提高环境全要素生产率正的空间外溢性;加大研发投入,构建绿色技术创新体系;改变现阶段不灵活、一刀切的环境规制方式,因地制宜地构建绿色、多样的环境规制体系。This paper measures and studies on the environmental TFP growth from 2005 to 2016 by combining SBM-DDF-SML and spatial measurement model. Results show that, the ETFP shows an increasing trend from 2005 to 2016, and there exists significant differences in growth rate of ETFP among regions. The increase of ETFP is generally higher than that of market total factor productivity, and the growth trend shows a waveform like "W”. Spatial econometric model shows that ETFP growth has significant spatial agglomeration and spatial spillover effect. Economic development, technological innovation, energy efficiency improvement, resource endowment and industrial structure optimization have significant positive impact on ETFP. FDI, state-owned enterprise-led ownership, energy structure, and environmental regulations have significantly inhibited impact on ETFP. It puts forward some suggestion that government should establish an effective regional environmental pollution control linkage mechanism, further take the regional advantages of different regions and improve the spatial spillover of ETFP. Enterprises increase R&D investment and constructing green innovation system. Inflexible and one-size-fits-all environmental regulation pattern should be changed and diverse environmental regulation systems should be developed.
