摘　　要：激发和保护企业家精神是优化城市营商环境的重要举措。我国地域辽阔,企业家精神发展区域差异显著,成为政策制定不可忽略的重要因素。本文从城市群视角探讨企业家精神的区域差异,构建城市企业家精神水平的综合评价体系。研究发现:我国城市企业家精神的区域发展与其经济发展水平的区域分布基本一致,各城市表现出较强的区域特征,且同一城市群城市表现出结构趋同性,不同城市群的城市间差异较大。为此,企业家精神的政策制定需充分考虑区域差异,有针对性地实施差异化发展战略。Motivating and protecting entrepreneurship is a key strategy adopted by major cities to optimize business environment in the new era. China has a vast territory, it is important to take the significant regional differences of entrepreneurship into consideration during policy-making processes. From the perspective of urban agglomeration, this paper constructs a comprehensive index system to evaluate the different levels of urban entrepreneurship. The study finds that the rule of regional development of entrepreneurship in China is basically consistent with that of economy. Entrepreneurship shows strong regional characteristics, and there is structural convergence of entrepreneurship in the same urban agglomeration while significant divergence between different urban agglomerations. Therefore, the formulation of entrepreneurial policy should take full consideration of regional differences, and implement differentiated development strategies accordingly.
