摘　　要：基于江苏省实地调研数据,本文从融资和服务两方面实证检验了政府扶持对中小微企业创新的影响,研究发现:税收优惠、财政补贴、融资优惠和政府服务四种扶持手段均能促进中小微企业创新水平提升,但它们具有差异性。其中,财政补贴和政府服务作用相当,均高于融资优惠和税收优惠。在融资扶持中,直接、提前性融资虽然效果最好,然而存在非平衡性,且普惠性融资仍然缺乏,企业创新融资之困未能破除。同时,政府服务成为越来越多企业的诉求,在创新中发挥着日趋重要的作用。为此,需加强普惠性融资政策供给,推进服务型政府职能转型。Based on the field investigation data of Jiangsu Province, this paper empirically tests the impact of government support on innovation of small-and-medium sized enterprises from two aspects of financing and service. The results show that four kinds of support methods can promote innovation level of small-and-medium sized enterprises, but there are differences, among which, financial subsidies and government services are comparable, higher than financing and tax concessions. In the financing support, direct and advance financing has the best effect, but there is imbalance, and the inclusive financing is still lacking, and the difficulty of innovative financing of enterprises can not be overcome. At the same time, government service becomes the demand of more and more enterprises and plays an increasingly important role in innovation. Therefore, the government needs to strengthen the supply of the government-oriented financing policy and promotes the transformation of the service-oriented government function, further improving the service supply to boost the innovation level of the small and medium enterprises.
