摘　　要：我国十三五规划提出“创新、协调、绿色、开放、共享”五大发展理念的大环境下,交通发展理念也从单纯的满足出行需求向打造绿色、低碳、品质交通发展方向转变。本文从城市发展新阶段下城市居民出行需求、短距离出行特征、小运量轨道交通优势等方面探讨了城市发展小运量轨道的适用性。结合国外小运量轨道发展经验,提出我国城市小运量轨道交通系统发展目标、功能定位、系统特点、建设运营等相关发展思路。Under the background of "Innovation, Coordination, Green, Openness and Sharing" proposed in the 13th Fiveyear Plan of China, transportation developing idea of meeting travel demand purely is changing to be green, low-carbon and quality. This paper analyzes the necessity for developing small traffic volume in urban rail transit in aspects of travel demand, travel characteristics and adaptability of small traffic volume in urban rail transit, under the outside circumstances of promoting green traffic and quality engineering. Combined with the rail development experiences abroad, the goals, functional position, system characters and operation are given.
