生态保护红线政府绩效考核指标体系及评分细则研究

摘　　要：为贯彻落实中共中央办公厅、国务院办公厅印发的《关于划定并严守生态保护红线的若干意见》以及国家发改委等9部委印发的《关于加强资源环境生态红线管控的指导意见》要求,深入推进生态文明建设,加强国土空间管控,增强生态保护红线绩效考核制度的可操作性。依据国家、省、市对红线管理工作的相关要求,文章通过查阅文献、试点调研(沈阳市)、案例借鉴等方式研究建立了生态保护红线政府绩效考核指标体系及考核评分细则,对其中10项技术指标及5项管理指标的考核内容、指标解释、计分方法等进行了阐述,实现了指标的可量化、可考核,满足了地方政府生态保护红线绩效考核工作的基本需求。In order to implement the "Opinions on the delimitation and strict observance of the red line of ecological protection" issued by the CPC Central Office and General Office,as well as the"Guidance on strengthening the control of the ecological red line of resources and environment"issued by the 9 Ministries of the National Development and Reform Commission,we should deeply promote the construction of ecological civilization and strengthen the control of land and space to enhance the maneuverability of the performance appraisal system of the red line of ecological protection.According to the relevant requirements of the national,provincial and municipal management of the red line,we studied the index system and score rules of the red line government of ecological protection by consulting the literature,the pilot investigation(Shenyang City)and the case reference.In this paper,the evaluation contents,index explanation and scoring method of 10 technical indexes and 5 management indexes are described,and the quantifiable and measurable indexes are realized,which satisfy the basic need of local government ecological protection red line performance appraisal work.
