慢性病危险因素控制伦理的理念与原则

摘　　要：慢性非传染性疾病是严重威胁我国乃至全球居民健康的一类疾病。在大力推进健康中国建设进程中,必须牢固树立"大卫生大健康观",将健康融入所有政策,形成"全民参与"的健康行动格局;必须坚持"预防为主"的基本原则,切实做好慢性病危险因素的防控工作;必须围绕"健康公平"这一核心要义,促进健康的环境公平、福利公平和教育公平,从而降低高危人群发病风险,减少可预防的慢性病发病、死亡和残疾,提高人民健康水平。The chronic non-communicable disease is a kind of diseases that seriously threaten the health of Chinese and even global residents. In the great efforts of implementing Healthy China Program, the concept of "Macro Health and Macro Health-care" must be established to integrate health into all the policies and form the health action pattern of "All-citizens' Participation", the basic principle of "Prevention First" be followed to effectively prevent and control the risk factors of chronic diseases, and the core concept of "Health Equity" be focused to promote the equity of environment, welfare and education in health and health-care so as to reduce the risk of the high-risk group, decrease the rates of morbidity, death and disability caused by preventable chronic diseases and improve people's health.
