我国慈善组织参与社会救助论析

摘　　要：社会救助是社会保障体系的重要组成部分,在基本民生保障方面发挥着重要作用。伴随经济社会发展,我国社会救助情况更复杂、任务更艰巨,虽然政府在社会救助中处于主导地位,但也存在政府失灵和市场失灵现象,慈善组织参与社会救助具有客观必然性。慈善组织在社会救助活动中,具有救助资源多样、救助方式灵活、救助响应及时等优势。针对慈善组织参与社会救助面临的困境,应该完善慈善组织参与社会救助的制度环境,明确政府与慈善组织参与社会救助的责任边界,加强慈善组织专业化人才队伍建设,提升慈善组织参与社会救助的社会公信力。Social assistance is an important part of the social security system and plays an important role in guaranteeing the basic livelihood.With the development of economy and society,the situation of social assistance in China is more complicated and the task is more arduous.Although the government has always been in the leading position in social assistance,the phenomena of government failure and market failure still exist.It is objectively inevitable for charitable organizations to participate in social assistance.This paper makes a theoretical analysis and realistic demand analysis of charitable organizations participating in social assistance in China.At the same time,focusing on the main predicament at present,it puts forward some suggestions to optimize the path selection:improving the institutional environment of charitable organizations participating in social assistance,clarifying the responsibility boundaries of government and charitable organizations,strengthening the professional talent team of charitable organizations,building and enhancing the public trust of charitable organizations in participating in social assistance.
