项目管理中的政令分离初探

摘　　要：在研发企业中一般设有行政岗位与技术岗位两条线,但职责和权限的区分往往没有非常明确的边界,不同岗位的人员既参与职能工作也参与项目工作。这种前提背景下,在项目工作中会遇到一个困惑,试验工程师应该听所属行政上级的指令还是项目经理的指令,当行政上级与项目经理的思路不同时,以谁的为准。这种纠葛明显是对联合开发不利的,不管偏向哪一边都会导致权力的过度集中,责任的模糊不清。因此我们在探索在项目管理中实施政令分离。In R&D enterprises,there are generally two lines of administrative and technical posts,but the distinction between duties and powers is often not very clear.People in different positions participate in both functional work and project work.In this context,there will be a confusion in the project work.The test engineer should obey the instructions of the administrative superior or the project manager.When the ideas of the administrative superior and the project manager are different,who is the right one?This kind of entanglement is obviously unfavorable to joint development.Whichever side is biased will lead to the excessive concentration of power and the ambiguity of responsibility.Therefore,we are exploring the implementation of separation of administrative decrees in project management。
