摘 要:我国实施近四十年的学分制(学年学分制和完全学分制)因未触及收费制度的根本变革而成效不佳,其原因包括计划思维,未将学分制作为一种制度性变革,大学生的教育选择权未得到保障,高校教学管理水平低等。《教育部关于加快建设高水平本科教育全面提高人才培养能力的意见》首次将“完善学分制,推动健全学分制收费管理制度”写进顶层设计之中,从源头上为破解本科教育困境提供了制度保障。本研究从分层分类制定学分收费标准,重构教师绩效工资,高校教学管理人员职员化,加快数据整合的信息化管理等角度,对健全学分制收费提供了理论参考。The credit system(the academic year credit system and the complete credit system)that has been implemented in China for nearly 40 years has not been effective due to the fundamental changes that the charging system has not been touched.The reasons include planning thinking,not making credits as an institutional change,college students’right to choose education not being guaranteed,and the lower level of teaching management in colleges and universities.“Improving the credit system and promoting the management system of the credit system fee”is firstly written into the top-level design by The Opinions of the Ministry of Education on Accelerating the Construction of High-Level Undergraduate Education to Improve the Ability of Personnel Training which provides institutional guarantee to solve the predicament of undergraduate education from the source.This study provides a theoretical reference for the improvement of credit system fees from the perspectives of hierarchical classification and classification of credits system fee,reconstruction of teacher performance pay,specialization and staffing of university teaching managers,and accelerated information management based on data integration.
