摘　　要：《IPCC 2006年国家温室气体清单指南2019修订版》于2019年5月12日正式在日本京都IPCC第四十九次全会上通过。该方法学体系对全球各国的温室气体清单编制都具有深刻和显著的影响。解读了该指南产生的背景、过程,重点分析了指南5卷(总论,能源,工业过程和产品使用,农业、林业和其他土地利用,废弃物)具体修订的内容,初步评估了对中国温室气体清单编制和排放核算的潜在影响,最后提出针对中国温室气体清单建设的政策建议。The 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventory was officially adopted at the49 thIPCC Plenary Session in Kyoto,Japan on May 12,2019. The methodology system in this guideline has a profound and significant impact on the greenhouse gas( GHG) inventory of all countries around the world. This paper interprets the background and process of the guideline,focusing on the specific refinements of the five volumes( general,energy,industrial process and product use,agriculture,forestry and other land use,waste). The potential impacts of this guideline on the GHG inventory and emissions estimation of China was analyzed and assessed,and policy recommendations for China ’s GHG inventory development was proposed as well.
