摘　　要：本文以2010年9月和11月成立的27家国家高新区为研究对象,运用DEA方法分别对2011年、2014年和2017年国家高新区的运行效率及其分解指数进行深入研究。结果发现:国家高新区整体运行效率不高,27个国家高新区仅有少数达到运行有效;各国家高新区运行效率存在明显的个体差异性,"四大区域"国家高新区运行效率均值表现为东北部>西部>中部>东部的特征;国家高新区总体水平不高是由纯技术效率和规模效率均较低造成的,其中规模效率偏低是主要原因。针对国家高新区存在的问题,本文进一步提出相关建议,以期促进各国家高新区提高运行效率的同时,实现区域协调发展。Taking 27 national high-tech zones established in September and November 2010 as the research objects,this paper used the DEA method to conduct in-depth research on the operational efficiency and decomposition index of the national high-tech zones in 2011,2014 and 2017.The results showed that the overall operation efficiency was not high,only a few of the high-tech zones in 27 countries had achieved effective operation;there were obvious individual differences in the operational efficiency of high-tech zones in various countries,and the average operating efficiency of the"four regions"national high-tech zones was in the Northeast>West>Middle>East characteristics;the low overall efficiency of the national high-tech zone was due to both pure technical efficiency and scale efficiency were low,and the low scale efficiency was the main contributor.In order to promote the high efficiency of the national high-tech zones and to achieve regional coordinated development,this paper further proposed relevant suggestions for responding to the problems existed on the national high-tech zone.
