城管执法队员素质能力框架研究：基于上海市的调研

摘　　要：随着新一轮城管执法体制改革和城管执法人员分类管理改革试点工作的深入开展,城管执法权限不断扩展、城管执法领域范围不断拓展、城管执法任务专业化程度不断提高,城管执法任务更加繁重。新的形势任务和社会公众对城管执法队员的素质能力提出了更高的要求。城管执法队员素质能力结构受到以下因素的影响:城管执法岗位本身的特点、政治经济和社会发展提出的需求、法律法规的要求、城管执法部门职责职权变化提出的需求等。问卷调查和文献分析发现,城管执法队员素质能力应包括:执法办案能力、学习能力、政治素质、行政素质、身心素质、法律和心理学专业知识等。其中,执法办案能力、行政素质尤为重要,是核心的能力素质。With the deepening of the new round of urban management law enforcement system reform and the pilot reform of classified management of urban management law enforcement personnel,the urban management law enforcement authority continues to expand, the scope of urban management law enforcement field continues to expand, the degree of specialization of urban management law enforcement tasks continues to improve, and the urban management law enforcement tasks become more onerous. The new situation and tasks and the public have put forward higher requirements for the quality and ability of urban management and law enforcement officers. The quality and ability structure of urban management law enforcement officers is affected by the following factors: the characteristics of urban management law enforcement posts themselves;political, economic and social development demands;requirements of laws and regulations;urban management and law enforcement departments responsibilities and authority changes put forward the demand, etc. Questionnaire survey and literature analysis found that the quality and ability of urban management law enforcement team members should include: law enforcement and case handling ability, learning ability, political quality, administrative quality,physical and mental quality and legal, psychological and other professional knowledge. Among them, the ability of law enforcement and handling cases and the administrative quality are particularly important and are the core competence.
