贤能主义视野下的新加坡政府奖学金制度

摘　　要：新加坡以贤能主义价值观为指引,设立政府奖学金,把社会中最符合执政党理念和能力要求的青年人作为资助对象,从高中阶段开始就赋以资源优势,全方位提升个人的理论水平和行政能力,并在事业生涯初期在公共部门的重要岗位发挥所长。在各类政府奖学金中,公共服务委员会的一系列奖学金计划最为突出,肩负着挑选未来高级公务员的使命。新加坡政府各项奖学金评审过程从初级学院阶段开始,要求申请者必须学业成绩和知识水平达标,并拥有优秀的服务大众精神和社交领导能力,有较强应变能力和心理素质。对于选拔上的人员,政府提供完整的培训机制,包括全额奖学金升学资助、学习政治与行政理论的系列活动、实习锻炼的机会和培养同理心的社区服务等。尽管存在忽视弱势群体的“精英化”问题,政府奖学金的选拔机制和培训机制对于公共部门选拔优秀政治人才仍具有重要的价值。Singapore is guided by the values of meritocracy and has set up government scholarships, targeting young people in society who are most in line with the ruling party's ideas and abilities. From high school onwards, Singapore has endowed individuals with the advantages of resources to upgrade their theoretical level and administrative ability in all aspects, and to give full play to their strengths in important positions in the public sector at the beginning of their career. Among all kinds of government scholarships, a series of scholarship programs of the Public Service Commission are the most prominent, shouldering the mission of selecting future senior civil servants. The Singapore government's scholarship evaluation process starts at the junior college stage, requiring applicants to meet academic performance and knowledge standards, have excellent public service spirit and social leadership, and have strong adaptability and psychological quality. For the selection of talents, the government provides a complete training mechanism, including full scholarship for further studies, a series of activities to study political and administrative theories, internship opportunities and community services to foster empathy. Despite the problem of “elitism” that ignores the vulnerable groups, the selection mechanism and training mechanism of government scholarships are still of great value to the public sector in selecting outstanding political talents.
