陕西省空心村土地综合整治机制研究

摘　　要：以收集资料及调研结果为基础,多角度对陕西省空心村土地利用现状进行分析,根据克里斯泰勒中心地理论,通过分析陕西农村生命周期规律,提出合理整治空心村土地的方案。以蓝田县为例,研究认为,蓝田地区农村生命周期进入空心化低谷阶段,影响空心村土地整治效果的原因在于农村经济体系滞后,政府与农村工作不协调,以及生产要素匮乏的问题。采用中心地理论,建立中心村、集中自然村、宅基地易地、恢复耕地质量等方式,加强政府与农村工作协调,有利于空心村的整治。On the basis of the collected data and survey results,we analyzed the current situation of land use in hollow villages in Shaanxi Province.Based on the theory of Chris Taylor’s central area,we proposed a plan to rationally renovate the hollow village land by analyzing the law of rural life cycle in Shaanxi.Taking Lantian County as an example, we believe that rural life cycle of Lantian area had entered a stage of development trough, and reasons for affecting land remediation in hollow village were lag of rural economic system, inconsistency between the government and rural work, and lack of production factors.The use of central theory, establishment of central villages, centralized natural villages, homesteads, and restoration of farmland quality, strengthen the coordination of government and rural work,was conducive to the renovation of hollow village.
