摘　　要：金宝善是中国近代著名的公共卫生专家。基于自己的留学经历与丰富的卫生行政经验,他提出了卫生行政建设的一系列主张,1927年~1937年渐成系统,主要表现在重视卫生行政的地位与作用、主张建构完整的卫生行政系统、提出保障卫生行政运行的策略等方面。金宝善的卫生行政观既有时代的共性,也有其自身的特点,并得到了当时部分社会精英的认可。此外,金宝善还将自己的卫生行政主张付诸实践,对民国卫生行政建设以及卫生事业的发展产生了重要影响。King Paoshan, a famous public health expert in modern China, had put forward a series of health administration construction ideas based on his experience of studying abroad and administrative experience, including the construction of health administrative organization and the guarantee strategy of health administrative operation, which had gradually become a system during1927-1937. His health administration view had its own characteristics as well as the same opinion as the people of his time, which was recognized by some of the social elites at that time. In addition, King Paoshan put his health administrative ideas into practice, which had made an important influence on the health administration concept and health construction at that time.
