摘  要:本文对航空公司的食宿安置规定进行了研究,以保护旅客利益和完善航空制度为根本,探讨我国在履行食宿安置义务时存在的困境,并通过问卷调查,获得在航班延误后食宿安置的实际履行情况及旅客的满意值和期望值。据此明确食宿安置义务的产生情形、在各种情形下航空公司应承担的义务,通过制定履行标准来完善食宿安置制度。并提出通过保证发布真实的航班延误原因,建立应急预案联动机制,界定航空公司食宿安置义务,明确航空公司违反食宿安置义务后的责任以及将食宿安置履行状况纳入民航市场评价体系等措施,以保障安置制度落实。The paper conducted researches on the resettlement regulations of room and board of airlines. With passenger interest protection and aviation system improvement as its essence, the paper explored the obstacles China has encountered with in fulfilling those resettlement obligations. On top of that, actual performance after flight delay as well as satisfaction value and expectation value of customers were obtained of by means of questionnaires. Consequently, the causes of resettlement and the obligations that airlines shall shoulder accordingly were explicitly stipulated;and implementation standards formulated so as to perfect the resettlement system. In addition, it came up with measures, on the basis of releasing actual delay information, such as establishing a linkage mechanism of contingency plan, defining obligations of room and board resettlement, identifying responsibilities of airlines for infringing abovementioned duties, as well as incorporating the status quo of resettlement performance into civil aviation market evaluation system, so as to ensure the implementation of the resettlement system.
