摘　　要：进入新时代的高等教育,将迎来普及化的美好前景,其繁荣与革新也相伴而生。确立高等职业教育与普通高等教育乃类型之别而非层次不同、倡导地方本科高校向应用型大学转型发展,是我国从"制造大国"走向"智造大国"的必然要求。然而地方高校的转型发展会面对许多现实性问题,它需要既是政治家又是教育家,并具有开拓创新精神的大学校长们发挥更大作用。作为大学这艘"微航母"上的把舵舰长,转型期间更是地方高校发展的"关键少数",他们应当具有办人民满意教育的政治经纬、根植祖国大地办大学的教育情怀和治校为业的文韬武略与领导艺术,在应用型大学建设,特别是师资队伍建设、大学治理制度的完善和国内外教育资源的拓展利用上主责担纲。When entering the new era, the higher education will embrace the brilliant prospect of its popularizing, and with its prosperity and innovation coming.The two inevitable demands, i.e. making sure that the difference between higher vocational education and general higher education lies in types rather than different levels and advocating that the local undergraduate colleges adapt themselves to becoming application-oriented universities, are of great significance for China to achieve the transition from "a big manufacturing country" to "a smart-manufacturing country". However, they have to face many realistic problems pending transformation, and which needs the college principals, who are both politician and educator, to play their great role. The principals, as the captain of their own micro-aircraft carrier, is the key minorities for the local colleges and universities during transformation. They should have the political fabric of running the people’s satisfactory education, the education feelings of the universities that rooted in the motherland, and the literary skills and leadership art displayed in running their schools. Meanwhile, they also should hold accountable for the construction of application-oriented universities, especially the cultivation of teacher talents, the improvement of university governance system, and the use of educational resources at home and abroad.
