摘　　要：在产学研战略联盟构建、运行和联盟成果使用、分配中,存在着大量市场失灵现象,如信息不对称、外部性和公共物品等,严重影响产学研战略联盟的组建、运行和可持续发展。因此,为了推动产学研战略联盟发展,需要各级政府从产学研战略联盟组建、运行和联盟成果使用、分配等方面制定相关政策来解决产学研战略联盟组建、运行和产出方面的市场失灵问题。During the building and running of the strategic alliance of industry-university-research and the using and distribution of the alliance’s achievements, there are a large number of market failures, such as information asymmetry, externality and public goods, etc. It has seriously affected the building, running and sustainable development of the strategic alliance of industry-university-research. Therefore, in order to promote the development of the strategic alliance of industry-university-research, the government needs to make policies related to the building and running of the strategic alliance and the using and distribution of the alliance’s achievements, so as to solve the problems of market failure in the related fields.
