摘 要:国外国有企业私有化的教训、多种方式的国内国有企业改革经验,对我国国有企业混改提供了诸多选项。国有企业是政治稳定、经济稳定和社会稳定的保障,其分布领域及规模决定于存在标准选用、伦理取向和制度本质等内在要求。通过国有企业私有化解决国有企业问题并寄希望发展是伪命题,反倒滋生出诸多经济、政治与社会问题,最终还要通过“重返国有化”路径消除。混改能够在多大程度上解决国有企业问题,又能衍生多少负效应,怎样科学实施混改等问题,有必要再审慎思考。能够促进国有企业发展的其他改革方式也可供选择。The privatization of foreign-owned enterprises and the reform of domestic state-owned enterprises in various ways provide many references for the mixed reform of state-owned enterprises.
