强化对自贸区人才政治引领与政治吸纳的对策

摘　　要：人才是社会进步和经济发展的战略资源,自贸区是新时代改革开放的新高地。加强对自贸区人才的政治引领和政治吸纳,既是自贸区党建工作的重中之重,也是保证自贸区人才建设正确方向,打造自贸区核心优势和提升对外开放水平的必然选择。基于自贸区人才多元化与知识化、国际化与投资化、流动性与集聚性的特征,构建“一平台”即政、产、学、研、商综合平台和设计“六机制”即统筹总揽与综合管理机制、分类管理与精准服务机制、定期联系与动态更新机制、悉心培养与高效使用机制、准确定位与长效保障机制、创新方法与定期教培机制的维度,加强对自贸区人才的政治引领和政治吸纳。Talents are the strategic resources for social progress and economic development, and the free trade zone is the new highland of the reform and opening up in the new era. Strengthening the political guidance and political absorption of the talents in the free trade zone is not only the top priority of the party building in the free trade zone, but also the inevitable choice to ensure the correct direction of talent development in the free trade zone, to build the core advantages of the free trade zone, and to upgrade the level of opening up. Based on the characteristics of diversification and specialization, internationalization and investment, liquidity and agglomeration of the talents in the free trade zone, the policy suggestions for strengthening the political guidance and political absorption of talents are put forwards from the perspectives of building “one platform”,the comprehensive platform for politics, production, learning, research and business, and designing the “six mechanisms” of overall coordination and integrated management, classification management and precise service, regular contact and dynamic updating, careful cultivation and efficient use, accurate positioning and effective guarantee, innovative methods and regular training.
