关于军队院校后勤保障社会化改革创新发展的思考

摘　　要：军队院校后勤保障社会化必须着眼军队院校使命任务,坚决贯彻习近平强军思想。首先,明晰了推动军队院校后勤保障社会化改革创新发展是改革强军的必然选择;然后,从思想观念、运行模式、人员管理、布局规划及社会监管五个方面分析了军队院校后勤保障机制的现状及难点;最后,针对问题提出了相应的对策建议,即加强引导宣传,转变思想观念;遵循市场规律,实现健康发展;加强队伍建设,提高保障能力;完善规章制度,实现监管覆盖;依托信息手段,推进服务保障。Socialization of logistic support in military academies calls for a thorough understanding of the connotation of civil-military integration in the light of the missions of military academies in implementing Xi Jinping′s thoughts on building a strong army. This paper firstly asserts the inevitability of the socialization of the logistic support in military academies. Then it analyzes the current situation of the logistics mechanism in military academies from such aspects as ideological concept, operation mode, personnel management, layout planning and social supervision. Finally, corresponding countermeasures and suggestions are put forward for these problems, namely, transforming ideological concept by strengthening guidance and publicity, following the laws of the market to achieve integration development, improving support capabilities by strengthening team building, perfecting rules and regulations to achieve regulatory coverage;and promoting service guarantee by means of information approach.
