大同市水生态环境功能分区管理体系研究

摘　　要：本研究选取山西省大同市全市域为研究范围,以水污染防治行动计划确定的水环境质量管理目标为基础,引入水源涵养、土壤保持、重要生态资产保护、城市生活和农业生产支撑等主要生态功能类型,构建生态类指标,将大同市划分为7个生态功能区、20个水环境控制单元,提出大同市水生态环境功能分区方案,明确水生态环境分类分级保护目标,形成大同市水生态功能分区管理架构,期望为区域优化和完善水环境分区管理体系提供技术依据。Strengthening zoning management is an important way to strengthen the management and control of water environment.As an important management means of water environment protection,the functional division of water environment has been playing an important role in the area of total amount control,pollution reduction and target management.At present,with the continuous improvement of water environmental management requirements,the introduction of water ecological concept into water environment management has become an important research direction.In this study,the whole city of Datong,Shanxi Province,was selected as the research scope.Based on the water environmental quality management target determined by the action plan of water pollution prevention and control,the main ecological function types,such as water conservation,soil conservation,important ecological assets protection,urban life and agricultural production support,were introduced,and the target of ecological was constructed.Datong is divided into 7 ecological functional areas and 20 water environment control units,and the functional zoning scheme of Datong water ecological environment is proposed.The classification and ranking system of water ecological environment protection targets are defined,and the zoning management framework of water ecological function in Datong is formed.It is expected to provide technical basis for regional optimization and improvement of water environment division management system.
