整体性治理视角下城乡医疗保险一体化建设的方向和路径

摘　　要：为了推进城乡医疗一体化、加强社会保障水平建设,通过分析整体性治理视角下城乡医疗保险一体化建设的适用性,发现两者在价值目标、现实动力与运行机制等方面表现出一定的耦合性。梳理医疗保险制度概况和城乡医疗保险建设的一体化方向,指出当前城乡医疗一体化建设中存在医保制度分割化、统筹层次低位化和参与主体单一化问题,对此提出了应构建创新管理体制、加强法制保障建设和提倡多元主体参与的建议。To promote the integration of urban and rural medical care and strengthen the construction of social security level , by analyzing the applicability of the urban and rural medical insurance integration construction from the perspective of holistic governance , it is found that the two show some coupling in the value goal , the actual power and the operating mechanism. By sorting out the general situation of medical insurance system and the integration direction of urban and rural medical insurance construction , its points out that there is a problem of the division of medical insurance system , the low level of overall planning and the simplification of participation in the current urban and rural medical integration construction. Suggestions for building an innovation management system , strengthening the construction of legal guarantees and advocating the participation of multiple subjects are proposed.
