摘　　要：生猪屠宰环节注水注药等违法行为严重破坏了正常的市场经营管理秩序,加大了农业行政执法监管成本和查处难度。本文通过对12起生猪屠宰环节注水案、3起生猪屠宰环节注药案进行剖析,分析了此类违法案件存在隐蔽性强、涉案货值小、涉刑案件多、药物成分难定性的特点,强调了司法衔接中的突出问题,提出应加强司法衔接中打击注水注药的立法设计,建立部门间沟通合作的长效机制,以期为更好优化生猪屠宰监管提供借鉴。Normal order of market operation and management was seriously destroyed by some illegal activities, such as injecting the pigs with water and drugs before slaughtering,which also increased the cost of agricultural law enforcement and supervision and the difficulty in investigation. In this paper,12 cases of injection with water and 3 cases of injection with drugs were analyzed,especially their characteristics including strong concealment,small value of goods involved,large number of cases involved in criminal law and difficulty to determine drug composition. Further,the prominent problems encountered during judicial linkage were emphasized,then some suggestions were given,such as,legislation on cracking down such activities should be strengthened and the long-term mechanism for communication and cooperation among related departments should be established,so as to provide some references for optimizing supervision over pig slaughtering.
