摘　　要：[目的/意义]多来源的元数据集成在国家科技信息发现服务体系的构建中发挥了基础性支撑作用,也是其他深层服务的基础。元数据来源渠道多样,多方权益交织,权责关系复杂,版权风险管理成为影响元数据集成工作成效的重要因素。[方法/过程]通过调研国际上各类元数据来源机构(出版商/数据库商、图书馆、数据仓储、大学等)的版权政策、声明,识别多来源元数据集成的版权风险,并进一步分析风险产生的原因。[结果/结论]提出从确保元数据合法性、完善授权许可机制、充分利用合理使用原则和例外条款、履行注意义务四方面应对版权风险。[Purpose/significance] The multi-source metadata integration plays a fundamental supporting role in the construction of the national science and technology information discovery service system.As various sources of metadata and concerning multi-interest bodies,metadata integration is confronted with several copyright risks.Thus copyright risk management is an important factor affecting the integration of metadata.[Method/process]This paper identifies the copyright risks of multi-source metadata integration by investigating the copyright policies and statements of various international metadata sources(such as publishers,libraries,repositories,universities),and further analyzes the reasons for the risk.[Result/conclusion] This paper proposes to avoid copyright risks from the aspects of ensuring the legitimacy of metadata,perfecting the licensing mechanism,utilizing the principle of fair use and exclusive rights and fulfilling the duty of care.
