摘　　要：以新世纪版《中华人民共和国国家普通地图集》编研为研究对象,秉持科学性与适用性并举、系统性与可比性并行、传承性与创新性并重的设计原则,针对《国家普通地图集》多尺度、多区域、多图种的特点,运用系统论思想和系统工程方法,探讨了包含坐标系统、投影系统和比例尺系统在内的数学基础体系结构与框架建设,实现了基于基础地理信息数据的数学基础系统化构建与可视化研究,为《国家普通地图集》编研提供了全新的设计理念和技术方法。This article focuses on the New Century Edition of the National Fundamental Geographic Atlas of the People’s Republic of China with the design principles of scientificity and applicability, systematization and comparability, inheritance and innovation. According to the characteristics of multi-scale, multi-regions, and multi-variety of the Fundamental Geographic Atlas, we apply system theory and system engineering methods to explore the system structure and framework construction of mathematical foundation including coordinate system, projection system, and scale system. And we implement the systematic construction and visualization research of the mathematical foundation based on fundamental geographic information data. This effort provides a new design idea and technical method for compilation and research of the Fundamental Geographic Atlas.
