摘　　要：我国新时期行政改革的目标模式是建立一个高效、公平、廉洁、开放的公共行政系统 ,为此必须抓好行政权力结构调整、政府职能转变、政府组织结构优化三大主要任务 ,实现行政管理的高效化、民主化和科学化 。The purpose of administration innovation in new time of China is to establish an efficient,just,incorruptible and open public administration system.As a result,structure adjustment,function transfer of government,optimization of government,organization should be carried out in order to realize high-efficienly,democracy and strengthen the government's liveliness.
